It does sound like a bit of a scam by the dealership to bump up the small fee they get for handling Motability orders.
I’m fairly sure bringing it to their attention would be pointless, they’re too busy making huge profits to worry about a few hundred quid.
On two separate occasions I caught Kwik Fit charging them for new tyres after repairing punctures, I told Motability and they weren’t interested.
