The only thing to do now, is let the council now
Exactly, its a council matter not the police, athough they would be happier dealing with a barking dog than catch a criminal!
The Council will send a letter to your neighbour first and if necessary come round with a decibel meter and record the noise pollution and take further action if required.
Try to have them come round at a time the dogs are barking.
