You clearly received a new car in 2022. The payment is for new customers, for customers who ordered a car in 2022/2023, or received a car in 2022/2023.
Your qualifier isn’t “being a new customer”, it’s “customer who received a car in 2022”.
Everyone who received a car this/next year is eligible, it’s all correct.
