Playing devils advocate, what is in the drivers pack that you need as per your driving license? ie Essential rather than desirable.
Regardless of that, like you, I would be very frustrated and disappointed. It will be interesting to hear what Motability have to say on it. Whilst not their fault, they will want a resolution. As for the other two parties, I hope they can compensate you someway to your satisfaction.
It seems a new vehicle order will take many months to complete.
