To be honest Motability can do as they want it seems, I have gone to the Ombudsman now as motability seem to wish this and in the letter which i read to them and they have a copy now even they are perplexed. I think Motability have cracked down on offsite handovers due to people getting the cars not me by the way and then saying there are problems with the car but you can just as well if not better check your car on the drive.
