its obviously a tory orginization, as they say they are helping people in a difficult time by reducing the amount they give them ffs, and some people swallow it.
also as said above, they may be wanting to reduce their current funds a bit to look good on the bottom line of the sheet, knowing they will be much richer when the scrutiny is off
