    Being a second termination might be the reason, but after 15 years, one would think that at some point they erase that mark on your account.

    Motability also offers a livechat support, which would be able to help you in that regard (since you don’t need to ask for your specific case – you can just generally enquire about the fee-refund). Other than that.. It’s 42 minutes for peace of mind. Gotta see it that way.

    Either way, good luck, i don’t think the fact that this would be a second early termination would remove the “refundable” part of the fee.
