Ex mobility cars can go on a list which the dealers get so they can choose the best of for their own stock otherwise it is normally to auction.
Take the details of your car (make, colour, mileage, gearbox etc) and search on auto trader for those exact specifications and maybe you’ll get lucky ?
Couldn’t say about the GCB but sound like fair wear & tear so should be okay
