the £50 fee has always been there they occasionally waive it if its due to a faulty vehicle or poor dealer dealings. until recently you lost all the gcb now its calculated pro rata. if your normal mileage is low anyway i would tough it out for 2 months as jacippit says £200 is a lot of taxis.
