the problems you highlight sue are going to be the biggest issue with the rollout of ev’s, lack of offroad parking and home charging stations. not everyone can rely on public chargers and the only way this will change long term is for the government to legislate that all new builds have to have charge points and maybe even solar panels too. but of course they are reluctant to do it because the biggest donors to all parties are the housebuilders.
unless the govt invest in the infrastructure and provide conveniant charging the roll out will be slow. all street lamps should be made into chargers, there are other pavement chargers around that could be installed, but obviously we would need to be prepared to rip up most pavements around the place for it to happen.
house builders and councils wont do anything unless govt legislate and hold a gun to their heads someone needs to grow a set and spend the money. unfortunateley they will then want to claw it back so taxes in some form will go up either rates, road fund or a mileage charge.
