I know Common Sense is rarer than hens teeth in Britain these days, but seriously – It would be the thin end of the wedge: 70 for dry, 50 for rain, 10 for icy – and the Police sitting in a lay-by clocking you and fining you for any infringement?
Or just drive appropriately for the conditions.
