nope, its definitely for cancelling an order, not a lease, which is motability that charges you a fee, not the dealer.
Even if you dont pay a deposit, they are within their rights to charge a cancellation fee.
As I said, almost all wont (I didnt, and I paid a deposit for the extras) but its possible.
