as i say the highways act could be used by councils, but they obviously would need to have the will to do so.
things like Disturbance of surface of certain highways, and penalty for placing rope, etc. across highway.
There will no doubt be plenty more, but if they are not too bothered and your not then it looks like you will mostly get away with it.
