I don’t see why petrol/diesel only cars wouldn’t be available on the scheme in 2023 when the cut off date is 2030. You could get one in 2023, 2026 and again in 2029 so there’s your next three cars covered and in 2032 you could get a hybrid. As it stands, it will be many years before you have to make a decision on going fully electric.
