So all A simple portal with dropdown box use the same as the Motability car search (so all the hard work has already been done) pick which car you want and then enter your geographical location in and see how many others in that area are interested in the same car as you and what deadline
It sounds like a Data Protection/GDPR nightmare!
Who is going to control the data, such as Fred Bloggs of 12 Big Street Reading, who wants to see who else is ordering a Volvo in March 2021 as he is thinking of getting one.
Are the names & contact details of other customers made available to him so he can contact them directly? Or how does he contact other potential customers?
Who is going to control the database of customers – and think how much that data could be worth to a dealer in a particular area? For example, Mr Volvo Dealer of Slough signs up under an assumed name just to see who in Reading is thinking of acquiring a Volvo. Mr Dealer the bombards Mr Bloggs and others with Volvo ads from his Slough dealership rather than the Volvo dealership in Reading.
