The chargers belong to whoever puts them in, in this case the council but you could fit one in your driveway if you wanted… CPS (charge place scotland) manage the back office on their behalf, the admin of the cards, applying and collecting fees etc.
The end of free charging has been coming along slowly for a while now, won’t be long until it is all chargeable ?????
