The quota the dealer is reffering to – may be the manufacturing run.
I had a similar discussion with an XC40 motability salesman. The factory that makes the XC40 has a quota of vehicles in their production run. Once that quota of vehicles is met, then your car will move the next production run – whenever that will be.
You can see where that is coming from. Most of the time the factory will be making left hand drive cars for the European, and US markets.
They will then have a production run for right hand drive cars, which will be much smaller.
