Though with all the BR crap it got lost until now.
I think the government first need to convince the employers. To me there is work that is meaningful to the disabled and really benefits them. Then of course there is the other type of work! That is to say work for the sake of work. Look at the past various government schemes of this nature. The government do not have a good track record.
