Yes thats it and upto 10mph were avail on some of the Hyundai group cars and could be left off if required.
This, though is the old system and was aptly named manual speed limit assist. The new Sportage, like the Tucson along with the groups EV’s will have ccNC and intelligent speed limit assist!
