The 2 rows might work and would be enough to get you close to a charger. I’ve got to agree, if this 2030 target has even half a chance of being met, new builds and HA property has to be forced into providing charging facilities. When used EVs start being a viable option, the opportunity to charge at home will be a difference maker in that decision making process and if you lived in HA and knew it’d be a pain to get one installed, even if you can pay for it, then the diesel/petrol option would be so much easier and that can’t be an acceptable outcome.
New homes and buildings in England will be required by law to install electric vehicle charging points from 2022 PM said in 2021,
I agree a diesel/petrol would be much easier than relying on public chargers but, if you made your mind up to want an EV as your next car, realistically there should but there should be no objections from HA’s council home or private landalords and it should be set into law that this is the case now and not 2030.
Hopefully pointing out to the HA Motability will pay for the charger and install and you’d look at paying for 2 rows of flags as long as they dropped the kerbs they may give in. Failing that write the same to the director and point out your prepaired to go to the press may also add clout and they will agree to the work knowing they haven’t got to take any money from heir rich pockets!
