Assuming Lithium Ion – if the battery was working ok before it was stored, it can be recovered quite easily, but not by using the supplied charger which is designed not to charge a fully depleted battery. Not knowing the details of the battery pack, I can’t advise how, but a battery specialist will be able to do it. You almost certainly will not need to replace the cells.
