I’m glad they are being sensible and flexible to the 5 mile limit rule, your mum shouldn’t loose the benefit of the only available named driver if you live just outside this distance.
An mp would more likely see things more black and white and tell you they are sympathetic but rules are rules

when my children were added as named drivers one was at home and one lived a fraction over 5 miles away and they were fine with that.
