I wouldn’t worry about being fined there is probably no one around to police idling law.
I understand that it’s a £30 spot fine for riding a push bike on the pavement, how many of these fines have you seen issued. The pavements are dangerous places to walk as there are so many people riding bikes on them and those electric scooters.
