Unnecessary costs.
No issue with a branch opening anywhere provided it improves efficiency and reduces unnecessary overhead costs. This, I suspect, will deliver neither.
Personally I would like to see the money spent on reducing the AP imbalance on manual/Automatic vehicles of all badges, so more affordable to those who can’t afford the increased AP for an auto.
