I’m with @kezo on this one. If it feels great when everything hurts, it’ll only improve when you’re felling better.
I would guess that the rep is proposing doing the paperwork now and placing an order with KIA but the order can’t be placed with Motability before the window opens, so he’ll do that on the 28th Feb. My concern would be what happens if that car arrives before your handover date? If he’s keen to push you to order early, would he hold the car until you can legitimately swap over? I too get somewhat wary of people in a hurry to close a deal, the pushier they are the quicker I tend to withdraw.
