Not my strongest subject, the local Tesla chargers weren’t open to all.
If you find ZapMap on the pc you’ll be able to search for chargers suitable for your car, if you enter the mini, it’ll show you open for all. The prices will vary throughout the day depending upon demand, so the cheapest could potentially be 12-4am.
I’m pretty sure there’s others who know better on Tesla chargers than me.
