I am not sure to be honest Kezo. It might need a group of organisations to challenge the entire thing on behalf of all disabled people who are affected, potentially via Judicial Review initially.
I think a lot of disability (and veterans) organisations would all need to work together on it and then get a large legal organisation to take it on, hopefuly on a pro-bono basis.
