    For sure its not “Targets ” as you suggest, some are already Law, the rest are transitional, but being made into law. Most is tied into the ZEV mandate, which IS Law and aimed at vehicle manufacturers. This is from Chatgpt and the current state of UK law and where it is heading. You got to remember politicians need Wiggle Room when required, like BoJo messing with the 2030 date and Starmer on the same day saying its going back to 2030 when they get in power. Its political nonsense the way they turn around.

    The ZEV mandate has already been watered down/softened recently, following concerns from manufacturers, so whils’t the mandate and end date may be set into “current” law, it not set into stone, in that it can never be changed and a new incoming government can also amend or change it.

    Peugeot’s decision to close its van plant in Luton was influenced by the UK’s ZEV mandate, even though Labour said they would soften the mandate.  The UK’s stringent mandate, has the potential to see further recourse, with the loss of vehicle vehicle manufacturing in UK, with the potential for Mini, Toyota, Vauxhall and Nissan… relocate to the EU, where stringent ZEV mandates don’t exist!

    Why should a manufacturer be fined, just because a customer doesn’t want to buy their EV? It’s bizzare, that a government will put pressure on manufacturers in this way, it’s no wonder this country doesn’t attract new manufacturers, but I bet, if just Vauxhall or Nissan, said they are going to relocate, the law you mention, will soon be changed to keep them here!
