From what I can gather, it looks like more reliance on the last mobility PIP question or equivalent childrens dla etc, rather than any points from anxiety , planning a journey etc. Many people could claim to have anxiety or inability to plan a journey by public tansport but that really shouldn’t qualify them for a state paid car. They can obtain a car through other means. Preparing for adverse comments……
Planning a journey’s scope is wide and affects those with brain injuries, learning disabilities and other neurological conditions. Anxiety itself is not a neurological condition, but can manifest through one.
Equally moving around scope is wide reaching beyond those with no limbs. To be able to walk “x” distance, in the same time of an average person without severe discomfort i.e restricted mobility, getting out of breath requiring stops, falling to the floor numerous times or having to stop “x” times because of panic attacks caused by anxiety.
However, I doubt those with mild to modrate anxiety meet the conditions anyway.
