@Scotty Thanks for clarifying that. Makes sense now. It’s difficult to provide advice when the facts aren’t clear or complete! It’s a hard lesson in not assuming that all car parks provide free parking for Blue Badge holders. Many privately owned ones (which Livingston clearly is) don’t allow free parking for Blue Badge holders. Parking in a disabled bay and displaying a blue badge, however severe the disability, sadly doesn’t exempt people from paying if the requirement is to do so. One of the grounds that I used in my (successful) appeal was that the signage was not clear but, from what you are saying, it sounds as though that argument may not wash in this case. I think that @Footloose tried to pay and move on, but the system wouldn’t allow the reduced fine to be paid, which I’m sure has gone in the appeal.
