If you are on a looped supply, the work to de-loop your property from a neighbours or vice versa, will in >99% of cases be carried out FOC by your DNO, if the homeowner is having an EV charger, Heat Pump etc installed. The same goes to upgrading your main sevice fuse.
In some cases, where you do not get on with your neighbour for example and they are looped from your home and or not want any work carried out on their property, it is still possible to have a charger installed and limited to your service fuse (60A in most cases), rather than the typical 80 or 100A.
