Same situation here with an under 25 motability customer in the household, but there are so many cars to choose from, while he would consider an EV I have taken the line of that’s for sometime in the future for him. Regarding why? of course as you say its insurance related, and even if we were not motability customers the same restriction would apply for most but it would be financial, there is no way on earth my son would have an Audi A3 if he were not a motabitity customer, the insurance would be a crazy amount. Frustrating yes! By the way I agree about the Vauxhall, its a nice car but AP is to high.
