For a classic fictional look at the subject, see A Transatlantic Tunnel, Hurrah! by Harry Harrison. Written in 1972 (!) this novel has been called the ancestor of Steampunk and has I K Brunel as one of its main characters. Bloody good read, most entertaining and sadly overlooked science fiction classic.
