Write back to them and say you DIDN’T enclose any photos. As suggested above might be worth doing if weather is similar but I’d go back to the council and give em hell.
It’s all well and good saying pay it but for some of us that could be a lot of money. My feelings are councils are going to start playing silly beggars given they’re all destitute after 14 years of Tory grant cuts. Our local council is bulldozing loads of toilet blocks and that’s at the seaside God knows where the tourists go.
Anyway expect more hardball from councils in general as these fines are going to be their income
