I remembered the 3 phases at 120 degrees from 40 years ago.
But these new smart meters are a bit of an unknown quantity.
There must be some reason it is wired this way. Any competent sparky should know how the cables should go into the meter in sequence. its like swapping L an N on a plug, it doesnt look correct.

Addendum: One older guy and one younger guy. The younger guy was on the phone the whole time on a conference call with 2 other people.
The older guy says something like “That is the easy fix”. The younger guy said, “We are not allowed to do that”.
As you suggested, I reckon they were training on the job, with 2 Advisors on the conference call.
