I suggest you ring Motability “again” and hope you speak to someone else!
Be firm telling them its being going on since you have collected the car and its been in the garage x amount of times and both you and your carer have now lost trust in it and your carers refusing to drive it!
If that gets you no where put a complaint in.
If you still get no where escalate to the CEO dept.
