I don’t know how they are going to do this practically. Almost all the green cabinets are set back from the road for safety, you can’t run the cable over the pavement so they’ll probably need to mount the cable high up on a pole. Good idea though.
There will be a charger on the path/roadside fed from the cabinet under the pavement.
