kezo the change over should be treated as a stand alone benefit and is not means tested, therefore the person should not have to change over to Universal Credit, it is only means tested benefits that are counted as a change of circumstances.

I can assure you that we are well short up here, of what is actually needed from the Tory Government pot to cover our welfare state, as I am sure you also are, over the border.
