I would suggest the two dealerships are handling the paint differently rather than someone telling a lie! Sometimes (but rarely) a dealership will either suck up the paint cost or even possibly get it wrong. We have an A3 in white and there was a lot of discussion regarding the colour and whether it was on the scheme!!
The question has already been answered but all that can be done is either go to a different dealership and try there, or try phoning motability.
To be frank while for some colour is important, I really dont care as long as the vehicle does what I need and hopefully they can move on with a different colour without to much stress
As a side point we have used two different Audi dealerships this year and both have been amazing
