Surely available is a play on words and your interpretation of it. As others have said, it means available on the scheme.
Marmite is available in my local Tesco but yesterday much to my dismay, it was out of stock. I’m not sure that was illegal though…..
Edit – if you are new I accept it may be confusing but rest assured, no dealer (to my knowledge anyway!) is doing anything illegal…….
