My understanding of the text you’ve sent across is this document is a “RAV keeper input form” which is HOW you’d want the vehicle to be registered ie. on the V5 log book and first registration, this is form can be filled out at any point, but the registration and this information wouldn’t be registered along with the vehicle until it’s landed
