I would ask Motoability to contact your Housing Association and they will run through the process. I reckon your Housing Officer has not dealt with this before, and gave a stock answer.
Essentially, Motability are the agents and they will discuss with your Housing Association.
The Housing association should create a hard standing for you to accomodate your car.
