    I think this would risk people losing the car for reasons that are entirely preventable.   If you borrow the AP from the same source as leasing the car, if you default then the lease would be liable to termination.  That means the very people the scheme supports would fall foul of the very scheme itself.

    Then there’s the argument about pushing those with limited means beyond what they can afford.  Given we are all, to some extent, disabled then should we be encouraged to stretch our means just for a method of transportation?

    Alongside all this and the previously mentioned organisational difficulties I really can’t see any chance of the scheme enabling people to select cars with APs higher than their needs dictate.  If you need something that proves expensive, there’s a grant process to help but going for an 8 grand car over the cheaper option that meets the needs would be very hard to justify.
