Have always said Motabilty criteria should have always been a means tested for all.
My implying the scheme should be accessible to all, was intended to cover those who are eligible – PIP, WPMS etc. Not means tested for all and sundry who happen to be poor.
Remember eligible benifits are not means tested, as @BigDave I can’t see how you can justify it being so!
