Motability want them replacing at 2mm, yours being down to 1.9mm should have prompted Krap fit to change them.
It’s unusual as them generally try to screw as much as they can from Mota, I’d try a different branch & insist on 2 new front tyres, if necessary calling Mota to get authorisation though I doubt you would need it.
