Why not just work with the car companies to bring down the cost of advance payments. Especially for disabled people who NEED an automatic vehicle that has a large enough boot for a wheelchair. Otherwise you are giving payment to people who might not have paid an advance payment because they don’t have mobility issues or require a chair
