    Looking at this from the point of view of the disabled person, the £750 will be returned but the disabled person has to have the £750 in the first place. My personal view is that this arrangement may put some disabled people under some financial stress. Shouldn’t the focus always be to make everything as stress free as possible for the disabled person, I don’t see how charging £750 and then refunding it later serves the interests of the person with the disability.

    This is an excellent point, for some financing this additional £750 could be quite an issue. However this is true of many things, House Insurance, car Insurance is much cheaper if paid for in a lump sum, so benefits the better off. This £750 payment similarly, why not just knock it off the AP?
