I think if your vehicle is registered as a disabled passenger vehicle and exempt from tax or you drive a complaint vehicle then at the moment you are exempt.
As for the ULEZ zone in London there is an exemption at the moment until 2027 when even if your vehicle is exempt from tax you will still need to pay the charge if the vehicle is not complaint.
