Hi Jeannette, there should be no cancelation fee by any dealership. The contract is only signed when you enter the PIN provided by Motability.Hence you a free to cancel anytime before you put the PIN in.
If you have added chargeable optional extras at the time of ordering you may have to for-feit these.
