I work with a woman who openly abuses the scheme. She has the car on behalf of her daughter who no longer lives with her plus she has a company car. Her husband uses the Motability car for his painting and decorating business and he is the only person that gets the benefit of it. The woman openly admits this and sees nothing wrong with doing it.
On the subject of trackers. Under GDPR rules, Motability would need to tell you that one was fitted and for what purpose it was being used. You could then ask them for copies of information they were collecting about you.
